One last plea from WRAFTOnce more into the breach... WRAFT, now expanded to become CAPTR, (Coalition After Property Tax Reform) is asking the membership of each of its founding partners (MLA, LOBA, and TMLRA), or anyone, to make an emergency donation to initiate a media blitz campaign for one last push to make PROPERTY TAX REFORM an election issue this fall. After months of research and analysis of how other North American jurisdictions have responded to the property tax crisis resulting from extreme assessment volatility and unfairness, WRAFT/CAPTR have concluded that a 5% cap on assessment increases would be the most reasonable and equitable way to go. After much study, the Tories think so too, and have made assessment capping a fundamental plank in their party platform. The Liberals have heretofore tinkered with, tweaked and twisted the current assessment system, but have only muddied the water and deferred appropriate resolution. Their solutions to date will be felt in 2008 and beyond as the current assessment freeze ends — and the picture of significant tax load increases will not be pretty. WRAFT/CAPTR has been largely responsible for Government changes that have acknowledged that the property tax system and MPAC methodology needs fixing. But the task is not done.
